Evaluation and Research Consulting

Scoping, design and delivery of robust, actionable research and evaluation on some of the UK's biggest transitions.

I specialise in policy and programme evaluation. I design and deliver evaluations that help clients determine   whether programmes and policies are working, for whom, and how.

Major transitions such as those required to mitigate climate change, reverse  biodiversity loss, or prepare for an ageing population require major changes in the economy, technological advances, and ambitious goverment and private sector investment. They will also require huge changes in the way we live and work.

Learning about what works (and how)  in these transformations, as well as what does not work (and why) will be crucial. We need to generate robust evidence to support change as well as providing accountability for public expenditure.

I work with policy teams, evaluation commissioners, stakeholders and evaluators to design and deliver purposeful and actionable evaluations

This involves:

  • Developing a deep understanding of challenges and identifying opportunities for intervention

  • Bringing evaluative thinking into policy, programme design

  • Early scoping / design of evaluations - as early as possible in policy / programme design

  • Undertaking ex ante and ongoing programme evaluations

  • Rigorous impact evaluations

"Matt worked brought a thoughtful, analytical approach, taking time to understand the nuances of the programmes range of expected outcomes and delivery mechanisms in detail. Matt has a good understanding of theory-based evaluation methods and used this to good effect in providing recommendations on evaluation design, which were accepted by the client."
