About

 

I specialise in policy and programme evaluation. I design and deliver evaluations that help clients determine   whether programmes and policies are working, for whom, and how.

Transitions, such as those required to mitigate or adapt to climate change, or to reverse  biodiversity loss, or prepare for an ageing population require significant changes in the way we live and work, as well as technological advances, and considerable goverment and private sector investment. They are long term and require a systems oriented approach to evidence and learning. I specialise in approaches to evaluation that embrace, and make complexity understandable, and actionable.

Services

 

I work with government, NGOs, and consultancies design and deliver robust and actionable evaluation and learning that can improve policy design, performance and value for money. 

This involves:

  • Building a deep understanding of the policy issue and the system it operates in 

  • Bringing evaluative thinking into policy and programme design helping to strengthen them from an early stage

  • Designing evaluation early to ensure evidence and learning is baked in and supports adaptation and optimisation

 

  • Delivering developmental, formative, process and impact evaluations.

Right now I'm working on ...

  • The first year of an evaluation of the 'Priority Places' initiative - a new way of working for Natural England central and local teams in 49 geographical locations across England.

  • Part 2 of a project to map and scrutinise the Government's actions for nature for the Office for Environmental Protection.

  • A review of literature on how to evaluate place based iniatives for Natural England.

  • An evaluation of the Farming in Protected Landscapes Programme for the Department for Environment Food and Rural Affairs (Defra)

  • An evaluation of the Freeports Programme for Department of Levelling Up, Housing and Communities (DLUHC)
